Phil G. Evans, II



Retired after 27 years’ service as Deputy Commonwealth’s Attorney, Norfolk, Virginia, 1994-2021. Currently serves as instructor for law enforcement agencies.

Supervised the Norfolk Violent Crime Prosecution Team for 24 years and personally prosecuted all types of violent crime cases to include approximately 150 murder cases. Recipient, 2018 Warren B. Von Schuch Award, Virginia Distinguished Prosecutor Award; Recipient, Federal Bureau of Investigation National Biometric Identification Award [Next Generation Identification System which recognizes single case annually] in both 2019, [cold case homicide] and 2015, [cold case sexual assault]. Faculty Instructor from 2004-2022 for the Virginia Commonwealth’s Attorneys’ Services Council (CASC) and/or Virginia Association of Commonwealth’s Attorneys (VACA) for numerous subjects including Prosecuting Homicides; Prosecuting Capital Murder Cases; Forensic Evidence; Virginia DNA Procedures; Virginia Post-Conviction DNA Petitions for Storage/Testing of Evidence; Expert Witnesses; Cold Case Prosecutions; Prosecutor Trauma.

Member and Contributing Drafter to 2016 Association of Prosecuting Attorneys (APA) National Workgroup “21 st Century Principles of Prosecution, Police Officer Use of Force Project”. Member, 2009-2010, Virginia Fatal Domestic Violence Workgroup [“Ten Years and Counting: The Persistence of Lethal Domestic Violence in Virginia” issued by Virginia Department of Health, Office of the Chief Medical Examiner]; Co-chair, Norfolk Domestic Violence Fatality Review Team. Coordinator of the Norfolk Felony Post-Conviction DNA Review Program, 2001 to 2021; Criminal procedure instructor, Norfolk Police Department, 1994-2021.

Served in the United States Army Judge Advocate General’s Corps, 1987-1994, as both prosecutor and defense counsel: 82d Airborne Division, Fort Bragg; United States Army Berlin, Germany; United States Army Trial Defense Service. Juris Doctor, Loyola University of Chicago; Bachelor’s Degree: Journalism, The Pennsylvania State University.
